SIR: I have the honor to transmit, herewith, in compliance with the provisions of the river and harbor act of September 19, 1890, a letter from the Chief of Engineers, dated the 14th instant, inclosing a copy of a report, and accompanying maps, of Maj. W. H. Heuer, Corps of En- gineers, dated November 11, 1890, upon a preliminary examination and survey of Mokelumne River, California.
