It has been held regularly since 1964 (until 1972 - every two years, in 1972-1988 - annually). The time and place were set by the USSR State Cinema. Prizes and prizes were awarded in four sections: feature film; documentary film, popular science film and film magazine; and since 1977, two more sections have appeared: a feature film for children and youth and an animated film. The first All-Union Film Festival took place in Moscow in 1958, and was timed to the 50th anniversary of the Soviet film industry. Such festivals were held twice more, in 1959 (Kyiv) and 1960 (Minsk), after which there was a break until 1964. Among the winners of Soviet film festivals until the early 1970s won mostly films that deserved awards. There were, of course, "special features" of the time - in particular, a specially invented award for historical and revolutionary paintings (awarded "Iron Stream" in 1968, "Postal Novel" in 1970). Since 1973, the number of prizes and, accordingly, winners has increased. There were only three main prizes, and since 1975 there was a fourth, the main one above the main ones - the Grand Prix. Changes in the regulations were necessary for the State Cinema to guide the work of the jury. In 1977, a record was set for the number of awarded films - 22. The distribution of prizes took into account the status of the director (four times awarded Sergei Gerasimov and Stanislav Rostotsky), and the status of the film (state order was "doomed" to become one of the winners), and "reputation" author (films by Andriy Tarkovsky, Kira Muratova, Otar Ioseliani were never included in the competition). Among the winners were certainly representatives of national cinemas - thus justifying the title of "All-Union" festival. This largely explains the geography of the film festival - only the first film review took place in Moscow, then either Leningrad (traditionally the "second" capital) or one of the capitals of the union republics was chosen as the venue.
