I'm no expert but appears to be door roller or some sort of pulley wheel with mounting strap. Cast iron and quite heavy. No breaks in cast iron and on maker's name evident. Total length is 19 1/2", mounting piece is 1/4" thick and almost 2" wide, and wheel is approximately 6" across. Rolls easily and smoothly. holes for mounting; bolts not included. As shown in photos.
